Manoa Roundabout Proposal Stalls After Residents Raise Concerns
HONOLULU (HawaiiNewsNow) - A proposal to install a roundabout at a five-way intersection in Manoa has hit a roadblock, as residents express doubts about its necessity and safety. The Manoa Neighborhood Board discussed the proposal on Wednesday, which aimed to introduce a raised roundabout at the intersection of Manoa Road, O'ahu Avenue, and Lowry Avenue.
Proponents argued that roundabouts could alleviate traffic congestion, citing research that supports their efficiency. Vice chair Christopher Moylan explained, "If you have two lanes, and each has to stop, eliminating the need to stop speeds up traffic. That's why they work."
However, many residents were skeptical, questioning the intersection's suitability for a roundabout. One resident pointed out, "I've never encountered significant traffic issues at this five-way intersection while walking. If it's not a pressing problem, why consider a roundabout now?"
Safety concerns were also raised. A long-time resident shared, "I've lived on Rainbow Drive for 55 years, and I've never witnessed or heard of any accidents at that intersection."
After public testimony, the neighborhood board decided not to pass the resolution. Some neighbors near the intersection acknowledged traffic congestion, especially during school drop-off hours, but believed a roundabout could help. Benjamin Gerwig, a Manoa Valley resident, stated, "A roundabout would definitely improve traffic flow in this area. During morning school drop-offs, it's often backed up, and people honk due to confusion about the intersection's rules."
Another resident, Scott Yamashita, expressed support for a roundabout but with a condition: "A roundabout would be beneficial if drivers are educated on its usage. We've seen issues with other roundabouts in Hawaii, where people struggle to understand the rules."
The Department of Transportation Services acknowledged the ongoing community discussions about a raised roundabout at the Manoa Road, O'ahu Avenue, and Lowry Avenue intersection. They stated, "DTS regularly evaluates various traffic-calming and intersection control options, including roundabouts, based on safety, geometry, available right-of-way, and surrounding land uses. While roundabouts have proven effective in certain locations, each intersection has unique challenges. At this location, the existing configuration, irregular geometry, and limited right-of-way make a raised roundabout difficult. Implementation would require property acquisition from surrounding homes, adding complexity, cost, and community impact."
The department committed to working with the community to explore solutions that prioritize safety, mobility, and neighborhood considerations.
